(1) The Government of Nepal may make necessary rules to implement the purpose of this Act.
(2) The Government of Nepal may, in particular, make rules in the following matters without any adverse effect on the generality of the rights given by sub-section (1):-
(a) The format of the application to be given for the license and the things to be disclosed in it, the format of the license, the period, conditions, fees or charges and other necessary things,
(b) The level of electricity volts and the quality of electricity service to be distributed and other necessary technical matters,
(c) Construction of any structure related to electricity and its level,
(d) Level and method of use of equipment and goods used in the production, transmission or distribution of electricity,
(e) Qualifications and work, duties and rights of the inspector, (f) Safety arrangements to be adopted during generation, transmission and distribution of electricity,
(g) Things to be followed by customers or consumers,
(h) Accident and its investigation,
(i) Other necessary things.
